Developmental OODA Loops for Experimental Succession

How do you digest the innovation process for turning an idea into a marketable capability?
One method I've grown to like, being in the DoD, is the concept of the OODA (Observe, Orient, Decide, Act) Loop. It serves as a succinct process for tackling a situation and framing an executable plan. With respect to evaluating a portfolio of ideas and deciding which ones to fund, for example, one might follow the bellow path where the inputs are organizational needs and the output are products for the users.
The goal of this structure is to help decision makers execute faster. If the problem space is to large, the OODA Loop can be derived into smaller problem sets. In addition, the loop concept implies an iterative nature that supports other ideas related to Minimal Viable Products (MVPs) and incremental development roadmaps.
I think for my first few posts I'll address how I see the innovation pipeline broken down into 6 stages, each supported by their own respective OODA Loop.
