During this phase, developers should consider the following steps based on the OODA Loop framework:

1. Observe barriers within the domains of interest, identifying the obstacles that hinder progress or capability. Explore novel theories that could potentially overcome these barriers. Determine the necessary resources, such as personnel, funding, time, and facilities, required to address these problems. Also, seek clarity on available funding tools within relevant boundaries.

2. Orient research plans or portfolios by balancing resources and opportunities. This involves structuring and prioritizing tasks, as well as seeking new enablers for these tasks. Engage with primary stakeholders at this level, including those responsible for managing basic research funding or authors of enterprise documents capturing demand signals related to domain needs, challenges, or priorities.

3. Decide on a course of action for executing the collection of basic research resources. Set deadlines for expected tasks to achieve a sufficient level of completion for a relevant Minimal Viable Product (MVP). Consider priorities communicated by stakeholders regarding areas likely to drive significant interest. Be mindful that you don't limit your ideas during this phase as applications are not defined yet.

4. Act on securing resources and conducting research. Document findings and publish them, as appropriate, or explore methods for protecting intellectual property (IP). Identify potential applications along the way to delve into during the next phase.
